Annual Re-Recognition Process

Each year, all student government recognized organizations are required to complete the re-recognition registration in order to maintain recognition benefits. This process is led by the Student Government Director of Organizations (SGDOO) and facilitated by the Committee on Student Organizations (CoSO). This application process will be facilitated through TartanConnect's registration process and the End of Year Report (EYR).

The goal of the process is to ensure that organizations are still functioning effectively and fulfilling their designated mission, as well as to identify issues that organizations are having functioning in the University environment - i.e., membership concerns, concerns about finances, administrative questions, etc.

Recognition Criteria

In order to maintain recognition, a student organization needs to:

  • Complete the End of Year Report including all requirements related to officer trainings
  • Maintain membership: have at least 3 officers and 8 additional members or at least 2 officers, an advisor, and 8 additional members (11 total)
  • Upload current Governing Documents (Constitution/By-Laws) in TartanConnect
  • Adhere to the 一本道无码 Statement of Assurance

End of Year Report (EYR) Overview
Beginning Spring 2025, all Student Government recognized organizations will complete the End of Year Report (EYR) to maintain recognition and meet funding and operational requirements. This comprehensive annual report consolidates several previously separate forms into a single streamlined process designed to support organizational sustainability, transparency, and growth. Rather than navigating multiple deadlines, requirements, and forms, organizations now complete the EYR to:
  • Maintain recognition status
  • Demonstrate completion of funding tier requirements
  • Reflect on annual achievements and challenges
  • Request rollover of unspent funds
  • Apply for debt forgiveness (if needed)
  • Provide organizational updates and future plans
This process is coordinated by the Student Government Director of Organizations (SGDOO), and Student Government Director of Finance (SGDOF) with the facilitation of the Joint Funding Committee (JFC), and the Committee on Student Organizations (CoSO), and the support from the SLICE Office.

Components of the End of Year Report (EYR)

Each organization is required to complete one EYR annually. The form includes the following components:

  • Re-recognition questions:  Mission statement, summary of key achievements, challenges,  advisor contact, and membership demographics.
  • Funding Tier Review: Confirmation and/or documentation of activities tied to your organization’s funding tier.
  • Optional Tier Increase Requests: organizations may use the EYR to request a change in tier level or funding exception.
  • Debt and Rollover questions: overview of past-year spending and planned use of future resources, including any rollover or debt forgiveness requests (if applicable)
  • Space Allocation Review: information about campus spaces or facilities used by the organization and anticipated needs for the coming year

End of Year Report/Re-Recognition Timeline 2025-2026
  • Tuesday, April 1, 2025: The End of Year Report (EYR) form will open for all Student Government recognized organizations. The form will be accessible through each organization’s group page on TartanConnect. An email from SLICE and/or the SGDOO to all Primary Contacts, Co/Presidents, and Vice Presidents will announce the start of the process

  • Monday, May 12, 2025: All EYR submissions are due by 11:59 p.m. Eastern Time. Only one submission per organization is required. The form will adjust based on the organization’s assigned funding tier to display appropriate requirements and questions.
  • Organizations will be contacted over the summer if information is missing from their EYR. Any re-recognition probation that is necessary will be decided prior to the fall semester (September) joint meeting of the Graduate Student Assembly and Undergraduate Senate.
** Since re-recognition has already occurred in AY25, failure to complete the EYR, or not completing a specific tier requirement will not result in a recognition probation status. However, we highly encourage you to complete all sections so you are familiar with the form, can share your successes and challenges, and so you can share applicable financial information with the Director of Finance.

Understanding Tier Requirements

Every recognized student organization is assigned a funding tier (A through H) or placed in one of two exception categories. Each tier is associated with a maximum annual allocation and a set of baseline expectations, such as:

  • Completing REACH Training
  • Submission of End of Year Report
  • Submitting a budget before the 2nd week of classes in the Fall
  • Collaborating with other campus groups

You can view the full list of tier requirements below.

Appeals Process

If your organization is not granted the status of student government re-recognition, you may appeal the decision of CoSO. In order to appeal:

  • You must submit a written notice of your appeal to CoSO (sgdoo@andrew.cmu.edu) within one week of receipt of the notification of CoSO's decision.
  • A maximum of three members can present for your organization at the appeals meeting.
  • CoSO will schedule an appeal hearing within three meetings of the receipt of the request for appeal.
  • At the end of the appeal hearing, CoSO will vote on whether to reverse the original recognition decision made.
  • If your organization is still not satisfied with the decision, you can appeal to Student Senate or the Graduate Student Assembly.
